The Guidelines for Protecting Consumers From Fradulent and Deceptive Commercial Practices Across Borders were drafted by the OECD’s Consumer Policy Committee and adopted as a Recommendation of the Council on June 11, 2003. These guidelines seek to promote international cooperation and the commitment of member countries to improve its legislation and legal enforcement in order to combat fraudulent commercial practices such as financial identity theft while protecting consumer against cross-border fraud particularly on the Internet
